What is the role of China in the world? : a comparative analysis between Deng Xiaoping’s “keep a low profile” and Xi JinPing’s Chinese Dream of “striving for achievement” exemplified through Sino-US relations

China es uno de los principales actores del sistema internacional. Su poder y capacidad de influencia ha crecido exponencialmente en los últimos años. Sin embargo, no siempre fue así. La República Popular de China, que surgió en 1949, ha pasado por distintas fases en sus casi 70 años de historia. Por ejemplo, Deng Xiaoping, una de las principales figuras políticas de China (1978-1997), estuvo detrás de la apertura económica del país. Deng quería que China creciera económicamente mientras se mantenía fuera del radar de la política mundial. En los últimos años, bajo el mandato de Xi Jinping (2012-actualidad), China está expandiendo su presencia internacional y respondiendo activamente a los asuntos internacionales con desempeñando un papel mucho más activo en el sistema internacional ¿Cómo ha cambiado la percepción del papel que debe tener China en el mundo de un mandatario a otro? Este trabajo pretende analizar y comparar cómo ha modificado China la percepción de su papel en el mundo y las consecuencias que su involucración en el sistema internacional tiene en el orden mundial. Para ello, se analizará la política exterior de Deng Xiaoping «de perfil bajo». Después se estudiará la el «Sueño Chino» de Xi Jinping de buscar la excelencia, presentado en el último Congreso del partido Comunista. Para profundizar en el análisis, se presentará la evolución de las relaciones China-EE.UU. durante cada sistema de política exterior. Este trabajo llevará a acabo una comparación estructurada de la política exterior presentada por estos dos líderes para estudiar cómo han modificado la percepción del papel que debe desempeñar China en el sistema internacional.

China is currently one of the main actors in the international system. Its power and influence have visibly grown in the past years. Nevertheless, this has not always been the case. The People’s Republic of China, born in 1949, has gone through different phases in its almost 70 years of history. For example, Deng Xiaoping, one of the main Chinese political figures (1978-1997), was the mind behind the opening of the Chinese market. Deng wanted China to grow economically while keeping off the radar of world politics. In the last few years, under the leadership of Xi Jinping (2012-today), China is widening its international presence and actively responding to international affairs by playing an active role in the international system. How has the perception of the role of China in the world changed from one leadership to the other? This thesis will analyze and compare how China has changed the perception of its role in the world and the consequences that its involvement in the international system is having in the world order. In order to do so, Deng’s foreign policy of “keeping a low profile” will be analyzed. Moving forward, the thesis will focus on the analysis of Xi Jinping’s “Chinese dream” of striving for achievement vision of China, presented during the latest Communist party Congress. To provide a further analysis, the evolution of the Sino-US relations during each foreign policy strategy will be looked at. The thesis will conduct a structured focused comparison of the foreign policy thinking of the two leaders in order to understand how these have shaped and modified the perception of the role of China in the international system.
