Los mecanismos constitucionales frente a la retórica terrorista

El terrorismo no es un acto que surja de forma espontánea, sino que exige un proceso de ideologización previo. Los actos terroristas, sea cual sea la escala en que se manifiesten, siempre se fundamentan en un discurso que pretende presentarlos como parte de una lucha en pos de altos ideales. Por ello, a la hora de definir qué respuesta deben dar las sociedades democráticas al fenómeno terrorista, es imprescindible incluir la confrontación ideológica y, por consiguiente, perseguir también esta modalidad de discurso del odio en sus distintas manifestaciones. Todo lo cual debe hacerse sin provocar restricciones excesivas a la libertad de expresión.

Terrorism does not arise spontaneously, it requires a process of prior ideologization. Terrorist acts, whatever the scale on which they are manifested, are always based on a discourse that aims to present these actions as a struggle for high ideals. Therefore, the response that democratic societies give to the terrorist phenomenon have to include the ideological confrontation and, consequently, to pursue this type of hate speech in their different expressions. All of which must be done without causing excessive restrictions on freedom of speech.
