La responsabilidad de proteger : Rusia y la guerra de Siria

La responsabilidad de proteger no ha tenido una existencia fácil. Desde su nacimiento a principios del siglo XXI, tan sólo ha podido articularse una operación militar con el procedimiento previsto por este concepto jurídico. En la mayoría de conflictos mundiales, los continuos vetos de miembros permanentes del Consejo de Seguridad, en especial de Rusia, han evitado una solución consensuada por la comunidad internacional. Es el objetivo de este trabajo, hacer un estudio del estado en que se encuentra la responsabilidad de proteger, centrando nuestro análisis en la intervención de Rusia en Siria. Arrojar luz sobre una intervención del mayor opositor de la responsabilidad de proteger, realizada en el mayor conflicto de nuestros días, nos permitirá apreciar mejor cuál es la situación de este nuevo concepto jurídico.

The responsibility to protect has not had an easy existence. From its beginnings at the early years of the 21st century, only one military operation has been articulated with the procedure provided by this legal concept. In most world conflicts, the continued veto of permanent members of the Security Council, especially Russia, has avoided a solution agreed by the international community. It is the purpose of this paper to make a study of the current situation of the responsibility to protect, focusing our analysis on the intervention of Russia in Syria. Shedding light on an intervention of the greatest opponent of the responsibility to protect, carried out in the greatest conflict of our days, will allow us to appreciate the situation of this new legal concept in a better way.
