El papel de la eléctrica en las comunidades energéticas. Análisis de su potencial y propuesta de importación de modelos internacionales de éxito al caso español.

El término “comunidad energética” ha saltado al panorama político en el último año por los altos precios que está alcanzando la energía en el pool eléctrico. Las comunidades energéticas se presentan como una manera de democratizar la energía y darle acceso a la ciudadanía, pero ¿es eso realmente posible? Y lo más importante, ¿tiene sentido?
Este documento trata de analizar el estado actual de las comunidades energéticas en España. Para ello en primer lugar será necesario estudiar el autoconsumo, como antecedente de esta nueva figura en el mercado eléctrico. Se hará un análisis de las modalidades y tipologías establecidas en España, así como de los instrumentos de fomento que se están articulando desde diversas instituciones.
Una vez contextualizados los precedentes, se analizará la regulación vigente para comunidades energéticas haciendo un análisis de la definición establecida y de los modelos de comunidades que se reconocen en la actualidad. Se estudiarán también los instrumentos publicados para su fomento y por último se analizará la situación en España. Para esto, se analizará la resolución de la convocatoria de ayudas CE Implementa que se completará con el estudio posterior de 3 promotores españoles. También se analizarán 3 casos desarrollados en Europa para encontrar modelos exportables a España. Se establecerá el rol que tiene Iberdrola actualmente particularizando en 3 de sus comunidades solares basadas en instalaciones en un colegio, una nave industrial y un municipio completo.

TThe term "energy community" has jumped onto the political landscape in the last year due to the high prices that energy is reaching in the electricity pool. Energy communities are presented as a way to democratize energy and give citizens access, but is that really possible? And most importantly, does it make sense?
This document tries to analyze the current state of the energy communities in Spain. To do this, it will first be necessary to study self-consumption, as a background to this new figure in the electricity market. An analysis will be made of the modalities and typologies established in Spain, as well as of the promotion instruments that are being articulated from various institutions.
Once the precedents have been contextualized, the current regulation for energy communities will be analyzed by analyzing the established definition and the community models that are currently recognized. The instruments published for its promotion will also be studied and finally the situation in Spain will be analysed. For this, the resolution of the call for CE Implementa grants will be analyzed, which will be completed with the subsequent study of 3 Spanish promoters. Three cases developed in Europe will also be analyzed to find models that can be exported to Spain. The role that Iberdrola currently has will be established, particularizing in 3 of its solar communities based on facilities in a school, an industrial warehouse and an entire municipality.
