El Alto Representante de la Unión para Asuntos Exteriores y Política de Seguridad

Para responder al interrogante de si el Alto Representante de la Unión para Asuntos
Exteriores y de Política de Seguridad (ARUAEPS) puede ser el futuro Ministro de
Asuntos Exteriores de la UE, el presente trabajo examina su estatuto, sus funciones y
sus medios para llevar a cabo la PESC, y la acción exterior de la Unión. Asimismo, se
analiza la actuación del ARUAEPS en la gestión de crisis y sus relaciones con los
Estados Miembros, con el Consejo, con el Presidente del Consejo Europeo, con el
Presidente de la Comisión y con el Parlamento Europeo. Sobre la base de unos
cuestionarios remitidos al ARUAEPS y al Consejo, se intenta determinar si la condición
dual introducida por el Tratado de Lisboa al hacer del ARUAEPS también
Vicepresidente de la Comisión Europea, contribuye o no, a dotar de una mayor
coherencia a las relaciones exteriores de la UE. El trabajo concluye indicando los pasos
a seguir en la futura evolución de esta figura para hacer más coherente las relaciones
exteriores de la UE y proyectar con mayor eficacia los valores de la Unión en la esfera
internacional, con una sola voz.

In order to answer to the question of whether the High Representative of the Union for
Foreign Affairs and Security Policy (HR), could become one day the EU Minister of
Foreign Affairs, this paper examines the statute, the functions and the means of the HR,
in order to effectively accomplish his tasks in accordance with the Treaties. This paper
also studies the role played by the HR in crisis management as well as his/her relations
with the Member States, with the Council, with the President of the European Council,
and the President of the Commission, as well as with the European Parliament. On the
basis of the contributions received by the HR and the Council, this paper discusses the
dual system introduced by the Lisbon Treaty by appointing the HR also as Vicepresident
of the European Commission, to ascertain whether it really contributes to a
more coherent approach by the EU to its foreign policy and external relations. The
paper concludes indicating some issues, which could lead to a more consistent EU
policy in this area in order to project more effectively the values of the Union in the
international arena, making Europe speak with a single voice.
