Starvation as a method of warfare: An analysis on collective security mechanisms to address conflict-induced famine in South Sudan

Esta tesis investiga la pregunta "¿Cómo responden las organizaciones internacionales involucradas en el conflicto de Sudán del Sur a la inanición como un método de guerra desde la perspectiva de su mecanismo de seguridad internacional?". Con el fin de ilustrar más claramente los problemas planteados a las organizaciones internacionales con respecto a este tema, esta investigación tomará el tema central del conflicto de Sudán del Sur y el papel desempeñado por las Naciones Unidas, la Unión Africana y la Autoridad Intergubernamental para el Desarrollo en el curso de el año 2018. Múltiples informes hacen referencia a la hambruna provocada por el conflicto, pero no profundizan en el uso de la inanición como un arma en tales conflictos. Como punto de partida para esta investigación, apelamos a las disposiciones legales contenidas en el derecho internacional y en el derecho internacional humanitario, en primer lugar en el compendio de derecho consuetudinario divulgado por el IRCR y luego remitido a los Convenios de Ginebra y al Estatuto de Roma. Después de establecer un marco teórico para el uso de la hambruna contra civiles en conflictos armados, y establecer la necesidad de abordar el asunto de manera colectiva entre los internacionales panorama, recurrimos a las resoluciones emitidas por las organizaciones internacionales involucradas.

This thesis investigates the question “How are international organizations involved in the South Sudanese conflict responding to starvation as a method of warfare from the perspective of their international security mechanism?”. In order to illustrate more clearly the problems posed to international organizations regarding this issue, this research will take as central subject the South Sudanese conflict and the role played by the United Nations, the African Union and the Intergovernmental Authority on Development in the course of the year 2018. Multiple reports make a reference to conflict-induced famine but fail to deepened into de use of starvation as a weapon upon such conflicts. As a starting point for this investigation, we appeal to legal provisions contained in international law and international humanitarian law, firstly encountering the compendium of customary law disclosed by the IRCR and subsequently being forwarded to the Geneva Conventions and the Rome Statute. After establishing a theoretical framework for the use of famine against civilians in armed conflicts, and establishing the need to address the matter collectively amongst the international panorama, we resort to the resolutions issued by the international organizations involved.
