La reforma de telecomunicaciones en México : una oportunidad de negocio

The objective of this work is to analyze the telecommunications industry in Mexico, as well as the new proposal and implications of this one. The concluding objective is to uncover the business opportunities, hence, achieve the neutrals by the ¨Pacto de México¨. Initially, the work starts describing the overview of the industry across the globe, focusing after in the industry of telecommunications in Mexico. Ending, with the reality of a significant difference between Mexico and the rest of the developed countries in the world, establishing the profitability of the industry worldwide and the inefficiency of the Mexican industry. Due to this situation, the new constitutional reform in Mexico proposed will only cover the telecommunications industry. The aim of this reform will increase the dynamism of the industry, eliminates the restrictions for the competition and it offers new business opportunities and investment to both, local and international players. This is a significant element that will incentivize the development and competitiveness of the market. The research will continue by deeply analyzing the scope of the reform by the ¨Pacto de Mexico¨: The current situation, the new proposal and the implications of the measures taken, as well as different examples of international experiences. Grupo Televisa is identified, throughout a SWOT analysis, as the most prepared candidate to take advantage of the different measures in the new reform. It is chosen as the best player to compete against the dominant player in the market; consequently, it is conclude that Grupo Televisa¨ is the main character of the opportunities that this reform offers.

El objetivo de este trabajo es estudiar el mercado de telecomunicaciones en México, así como la reforma propuesta y sus implicaciones, con la finalidad de detectar si efectivamente surgen oportunidades de negocio y por lo tanto se consiguen las metas descritas en el Pacto por México. Al inicio del trabajo se describe la situación del sector de telecomunicaciones en el mundo, y a continuación se describe el sector de telecomunicaciones en México. Se concluye la existencia de una brecha significativa entre México y el resto de los países desarrollados, tratándose de un sector rentable a nivel mundial y un sector ineficiente en México. En este contexto surge la reforma constitucional en materia de telecomunicaciones, motivación principal de este trabajo. La reforma dinamiza el sector, elimina las restricciones a la competencia y ofrece oportunidades de negocio e inversión, tanto a operadores locales como internacionales. Es un elemento coyuntural clave para la apertura y desarrollo de un mercado competitivo en México. Se estudia en profundidad el alcance de la reforma enmarcada en el Pacto por México: se define la situación actual, la reforma propuesta y las implicaciones de las medidas planteadas, también se proponen ejemplos de experiencias internacionales que permiten ilustrar la efectividad de las medidas. Se identifica a Grupo Televisa, a través de un análisis DAFO, como el candidato mejor preparado para tomar ventaja de las distintas medidas incluidas en la reforma. Es elegido como el operador mejor capacitado para competir contra el operador principal en telecomunicaciones y, por lo tanto, se le adjudica el papel de “protagonista de la oportunidad de negocio”.
