La iniciativa ciudadana europea: Análisis crítico de los casos llegados a la Comisión y perspectivas de futuro.

El Tratado de Lisboa introduce en el año 2009 la figura de la Iniciativa Ciudadana Europea como primera forma de participación de los ciudadanos en el procedimiento legislativo a nivel europeo. Con su aprobación se buscaba el acercamiento entre las instituciones europeas y los ciudadanos de la UE, logrando así en la población un mayor sentimiento de pertenencia y compromiso con la organización. Sin embargo, los resultados obtenidos por el mecanismo no son demasiado alentadores y por ello en este trabajo se analizará el funcionamiento y las consecuencias de la herramienta en los casi doce años que lleva en funcionamiento, estudiando por qué el porcentaje de iniciativas que son atendidas por la Comisión sobre el total que se presentan es tan bajo y qué se podría hacer para mejorar estas cifras.

The European Citizens' Initiative was introduced in 2009 under the Lisbon Treaty as the first method of citizen participation in the legislative process at the European level. Its approval was intended to help bring the European institutions and EU citizens closer together, thus achieving a greater sense of belonging and commitment to the organization among the population. However, the results obtained by the mechanism are not very satisfactory, and for this reason this paper will examine the functioning and consequences of the tool in the nearly twelve years that it has been in operation, studying why the percentage of initiatives that get to be studied by the Commission out of the total that are presented is so low and what could be done to improve these figures.
