Análisis del régimen económico del
sector eléctrico español : crítica y propuestas

En este trabajo se va a realizar un análisis del actual régimen económico del sistema eléctrico español, y en su caso, una crítica y posterior propuesta, para aquellos elementos que se identifiquen como ineficientes o innecesarios. Tras un repaso de la normativa del sector hasta nuestra fecha, realizaremos el análisis del sistema eléctrico español. Identificaremos los principales costes que son sufragados por los consumidores, distinguiendo principalmente entre los costes que surgen mediante competencia en un régimen de libre mercado, y los costes regulados establecidos por la Administración. Desde una perspectiva liberal, propugnando la economía de mercado, se analizarán estos costes, y en su caso, se criticará su actual régimen y se realizarán propuestas encaminadas a alcanzar un sistema eléctrico más liberalizado y eficiente.

In this paper, an analysis of the current economic regime of the Spanish electricity system will be carried out, and where appropriate, a critique and subsequent proposal, for those elements that are identified as inefficient or unnecessary. After a review of the regulation of the sector to date, we will carry out the analysis of the Spanish electricity system. We will identify the main costs that are borne by consumers, distinguishing mainly between the costs that arise through competition in a free market regime, and the regulated costs established by the Administration. From a liberal perspective, advocating a free-market economy, these costs will be analyzed, and if necessary, its current regime will be criticized and proposals will be made to achieve a more liberalized and efficient electricity system.
